Often wedding congratulations letters carry best wishes for the bride and the groom along with wishes for the entire family. It is written by close friends and relatives who couldn't reach you via phone or in person due to some reasons. The tone of such letters is informal.

Observe the flow of letter and the choice of words. The flow has to be very smooth and words should infuse tenderness into it. The reader must feel the joy and love with which the sender has written the letter. Otherwise there is no point of writing a letter with rhetoric language when there is no soul to it.
